Hi,

You can create an app that registers a new storage backend to connect to
that.
Have a look how it's done for Amazon S3 or others:
- register backend:
https://github.com/owncloud/core/blob/master/apps/files_external/appinfo/application.php#L61
- backend impl:
https://github.com/owncloud/core/blob/master/apps/files_external/lib/backend/amazons3.php#L33
- storage impl:
https://github.com/owncloud/core/blob/master/apps/files_external/lib/amazons3.php#L46

People should then enable the external storage app and will see it
appear in the dropdown that lists the different storages.
